Muhammed Saad Kamil is from Pakistan and has worked as a consultant in the health, public finance, and education sectors of Pakistan. In the health sector, Saad spearheaded the implementation of health incentives aimed to improve vaccination coverage for the provincial immunization program in Sindh, Pakistan. Saad also assisted the implementation of fiscal devolution to transform primary healthcare services in Khyber Pakhtunkhwa, Pakistan. This resulted in increased doctor attendance, improved medicine availability, and a significant rise in patient visits, positively impacting the lives of millions.

In the education sector, Saad played a key role in strategizing the consolidation of provincial education data into a centralized federal database, enabling the Federal Ministry of Education to report progress and meet the Sustainable Development Goal 4. Saad’s work has also extended to public finance, where he prioritized development budget schemes for provincial leadership to ensure efficient allocation of provincial resources. Saad is the recipient of a Samuel and Kathleen Awad Global Affairs Fellowship.
