Defunding Russia’s War Against Ukraine

Abstract
In response to Russia’s aggression against Ukraine, developed democracies have imposed thousands of restrictions on Russian energy exports, international financing, and imports of weapons and military-related technology, with the goal of reducing state revenues and constraining the capacity for continued war. The sanctions have imposed costs on Russia, but they have not fully achieved their objectives due to inadequate enforcement and evasion schemes involving illicit trade with third countries and companies. This brief recommends further steps that sanctioning countries can take to strengthen sanctions enforcement.
