Ph.D. Student, Sustainable Development

Fucong Niu holds an M.A. in International Affairs from the University of California, San Diego, and a B.A. (Hons) in Economics and International Relations from the University of St Andrews.

His research focuses on the intersection of the energy transition, industrial policy, and geopolitics, with particular interests in critical mineral supply chains, clean energy technologies, and U.S.–China relations. Through projects with UC San Diego, WWF China, and the China Council for International Cooperation on Environment and Development (CCICED), his previous work has explored critical mineral governance, green industrial policy, foreign direct investment, and international cooperation on clean energy.

At Notre Dame, Fucong investigates how policy can balance economic security, international cooperation, and equitable decarbonization, aiming to build more resilient and sustainable pathways for the global energy transition.
