David Shullman

David Shullman is a visiting distinguished professor of the practice in the Keough School of Global Affairs at the University of Notre Dame and currently serves as the national intelligence officer for China at the National Intelligence Council, where he acts as the principal intelligence advisor on China to the White House, Cabinet and Congressional leadership. Concurrently, he oversees strategic prioritization and analysis across the 18 agencies of the U.S. Intelligence Community.

Prior to this role, Shullman was the senior director of the Global China Hub at the Atlantic Council, a research center he founded to address U.S.-China strategic competition. Earlier in his career, he served as deputy NIO for East Asia at the National Intelligence Council, senior advisor and director at the International Republican Institute, and Senior China Analyst at the Central Intelligence Agency. Additionally, he has taught as an adjunct professor of political science at Georgetown University. He holds a Ph.D. in political science, a master of arts and a bachelor of arts in government.
