Hal Culbertson

Areas of expertise: International NGO management, focusing on project design and evaluation

Hal Culbertson is associate dean for operations at the University of Notre Dame’s Keough School of Global Affairs. Prior to becoming associate dean, Culbertson worked at the Kroc Institute for International Peace Studies for 17 years, serving as executive director from 2007-2014.

Culbertson holds a J.D. (1991) and an M.A. in philosophy (1990) from the University of Illinois at Urbana-Champaign and an M.A. in international peace studies from Notre Dame (1996).

From 1992-95, Culbertson completed a term of service with Mennonite Central Committee—Bangladesh, where he served as a program administrator for a large rural development program. In addition to his administrative role at the Keough School, Culbertson teaches international NGO management, focusing on project design and evaluation. He also contributes to research and outreach projects focusing on the management of peace initiatives.
