Professor of the Practice/Director of the Peace Accords Matrix
The University of Notre Dame’s Keough School of Global Affairs invites applications for a faculty position of Director of the Peace Accords Matrix (PAM) based at the Kroc Institute for International Peace Studies. The appointment will start in August 2020.
We seek a highly motivated and experienced practitioner/scholar who can provide strategic leadership to a large team of peace researchers at Notre Dame and implementation monitors in Colombia. The director will develop a new strategic plan, which will build upon the academic and practitioner success the PAM program has achieved. The Professor of the Practice/PAM Director will hold a non-tenured faculty appointment, and serve as a regular member of the faculty at the Keough School. Rank will be determined based on experience.
About the Peace Accords Matrix Program
The PAM Program is the largest existing collection of implementation data on intrastate peace agreements. Working at the nexus between research and practice, the PAM Program is comprised of researchers and practitioners seeking to promote and facilitate a higher order of integration between these domains. The Barometer Initiative is the first ever contemporaneous, whole-of-agreement monitoring project created specifically to assess the level of implementation of the 2016 Colombian Final Accord. The Barometer is led by the PAM team at the Kroc Institute and a team of peacebuilding specialists in Bogotá, Colombia.
Program Management Oversight
Provide strategic leadership, oversight, and project management to the PAM research program and the Barometer Initiative in Colombia, reporting regularly to the Director of the Kroc Institute and the Dean of the Keough School on PAM and Barometer programmatic developments and needs.
Serve as the senior representative of PAM for meetings and presentations with advisory councils and visiting guests, and other academic and administrative officials at Notre Dame. Serve as the senior representative of PAM and the Barometer project in meetings with governmental agencies, universities and research centers in Colombia and other countries, in interactions with officials of the State Department and other US and international government agencies and academic institutions, and in cooperation with the National Secretariat of the Social Pastorate of the Episcopal Conference of Colombia (SNPS) and other primary institutional partners in Colombia or other countries.
For the Colombia Barometer Initiative, provide oversight for the management of large staff teams at Notre Dame and in Colombia. Ensure consistent communication to all staff members on PAM and Barometer project objectives and work priorities.
International Policy Outreach
Explore opportunities for PAM engagement with peace processes in other countries. Where appropriate and feasible, develop additional PAM projects, applying the knowledge gained in the Barometer project to the monitoring of other peace accords.
Arrange briefings in coordination with PAM principal researchers for peacebuilding and mediation support agencies of the United Nations, the European Union, the African Union and for officials in other countries and international research centers.
Work with PAM principal researchers and the operations manager on fundraising opportunities. This includes soliciting funding opportunities for the Colombia Barometer Initiative in coordination with the Bogotá team leader. Cooperate with Notre Dame and Keough School development staff to seek external grants and contracts.
Promote international scholarly exchanges and information sharing on the results of PAM research and the Barometer program. Encourage and provide support for PAM program interaction and cooperation with other academic research centers and data programs specializing in peace accords. Facilitate ongoing efforts to write and publish reports, books and articles on the PAM project and the results of the Barometer project. Coordinate systematic sharing of PAM and Barometer research results with Notre Dame faculty and students, especially within the Kroc Institute and Keough School.
Reports and communications
Ensure effective management of the process of writing official reports of the Barometer Initiative and the PAM Program. Coordinate with the Kroc communications team to manage media and press outreach for the release of PAM and Barometer reports and publications. Assure coordination among the Barometer media consultant, the Kroc communications director, and the communications staff of the Keough School and Notre Dame’s Office of Public Affairs and Communications.
- PhD or an equivalent terminal degree in social science, peace and conflict studies or a related field; preference will be given to candidates with a relevant research background,
- At least ten years of proven experience in peacebuilding, mediation or conflict transformation practice,
- Experience in managing a large team in a cross-cultural setting,
- Experience in policy engagement,
- Experience in fundraising and networking with peacebuilding communities and donor agencies,
- Experience in program representation,
- Strong connection to peacebuilding and peacemaking networks preferred,
- Fluency in English required; proficiency in another UN language preferred.
